Faster projects and flexible building funds

The Permanent Building Fund Advisory Council plans for expected revenues and sets which projects go first, so work can start sooner. Money in this act can be used to match federal grants or private donations, but each use needs Council approval. The Division of Public Works can move savings or unused money from one approved project to another, with Council approval.

State building work gets $72.5 million

The law provides $72,507,300 from the Permanent Building Fund for fiscal year 2027 (July 1, 2026–June 30, 2027). Money is split as: $31,422,500 for alteration and repair, $34,028,700 for building maintenance, $4,666,000 for ADA compliance, $1,500,000 for facilities maintenance, and $890,100 to design the Mil Bonneville County Readiness Center. Funds pay for land, buildings, equipment, and the rebuilding, renovation, or repair of state facilities.

Stronger oversight and use-it-or-lose-it rules

The Division of Public Works must report by November 15, 2026 to JFAC and the Legislative Services Office. The report covers project status, completed work, costs and commitments, projects not started in 24 months, and unspent balances five years after the first appropriation, including ADA and asbestos work. If a capital project has no construction within four years of its first appropriation, its money becomes available for new appropriation. Unspent balances for completed projects, and for alterations/repairs and facilities maintenance after five years, are also available for new appropriation. The Council must flag these amounts in the November 2026 budget submission.
