Statewide right to use working animals

Beginning July 1, 2026, Idaho guarantees the right to use working animals for jobs and services. Local governments and state agencies cannot make rules stricter than state law, or rules that ban or effectively ban working animals or related businesses by creating undue financial hardship. A “working animal” includes those used in hunting, entertainment (like horse and carriage rides), transport, education, exhibition, agritourism, ranching, farming, logging, and service. The law does not apply to cockfighting or dogfighting.
