New training rules for foster parents

Beginning July 1, 2026, Idaho foster parent applicants must finish pre-licensing training before getting a license. The training is no more than 10 hours. It covers the prudent parent standard, foster care basics, trauma, behavior, work with birth parents, court, and child safety. Each session includes a short check to confirm learning. Some applicants may be exempt. The Department of Health and Welfare offers ongoing training for all foster parents on rights and duties, laws, trauma, behavior, first aid and medication, gun safety, and keeping contact and visits with birth parents. The law does not state that foster parents must attend the ongoing training or who pays.
