Clear AI labels on chatbots

When a chatbot might be mistaken for a person, operators must clearly say it is AI. The disclosure must be clear and easy to see. This rule starts July 27, 2027.

Stronger AI safety rules for kids

The law sets extra safety rules for minors who use chat AI. Operators must clearly show the tool is AI for minor accounts. The notice must be always visible, or shown at the start and every three hours. If the operator knows or is reasonably sure the user is a minor, it cannot give random-timed rewards to boost use. Operators must block sexual images for minors and stop urging sexual acts or objectifying minors. They must also stop the AI from acting human with minors, like claiming sentience, romance or sexual innuendo, or adult‑minor role‑play. Minors and parents get tools to manage privacy and account settings. Parents must have tools for children under 13; for ages 13 and up, tools are offered as appropriate. These rules apply beginning July 27, 2027.

State enforcement, fines, developer shield

The attorney general can seek court orders and civil penalties for violations. Penalties are $1,000 per violation, up to $500,000 per operator, or actual damages if higher. Individuals cannot file private lawsuits under this law. AI model developers are not liable for violations by third‑party services using their models. These enforcement rules take effect July 27, 2027.

AI crisis help and no therapy claims

Operators must use a protocol when users mention suicidal thoughts. Replies must try to point people to crisis hotlines, text lines, or other crisis services. Operators cannot program AI to say it provides professional mental or behavioral health care. These rules start July 27, 2027.
