DEQ adds four full-time positions

The law authorizes four additional full-time positions at DEQ for July 1, 2026 through June 30, 2027. DEQ can budget and hire four more staff during that year.

DEQ consolidates air and water fee funds

On July 1, 2026, the State Controller moves the Air Permitting Fees Account balance into the Idaho Air Quality Permitting Fund. The old air fees account stops being used. On the same date, the Drinking Water Fees Account balance moves into the Public Water System Supervision Fund. The old drinking water fees account also stops being used. This reorganizes how these fees are held and tracked.

More funding for waste cleanup and oversight

The law funds DEQ cleanup work at the Triumph Mine site with $1.23 million for July 1, 2026 through June 30, 2027. That includes $200,000 for staff, $1,000,000 for operations, and $30,000 for outlay. It also provides $400,000 for solid waste regulation that year: $350,000 for staff, $35,000 for operations, and $15,000 for outlay. The State Controller moves $400,000 from the Hazardous Waste Emergency Fund to the Solid Waste Regulatory Fund on July 1, 2026, or as soon after as practicable.

DEQ water quality funding shifts

The law provides $381,700 to DEQ’s water quality permitting program for July 1, 2026 through June 30, 2027. That is $181,700 for staff and $200,000 for operations from the IPDES Program Fund. It also cuts $181,700 in federal-funded personnel money from the Water Quality program for the same year.
