More budget flexibility for Licensing Division

From July 1, 2026 to June 30, 2027, the Division of Licensing and Certification can move money between personnel and trustee-and-benefit payments under Idaho Code 67-3511. This one-year flexibility helps the division manage costs and avoid service gaps.

Health agency support funding and staff cuts

For FY2027 (July 1, 2026 to June 30, 2027), the state funds Indirect Support Services at $11,059,600. That covers $1,629,300 for personnel, $9,000,300 for operating, and $430,000 for capital. It also gives the Domestic Violence Council $60,000 ($40,000 personnel; $20,000 operating). At the same time, it cuts the division’s prior appropriation by $10,254,700 ($8,777,600 personnel; $1,477,100 operating) and reduces 58 authorized positions. These changes take effect July 1, 2026 and end June 30, 2027.
