Municipalities can use developer donations and impact fees to pay for school land, site work, buildings, and technology tied to a project. This is allowed only when the development uniquely causes the need for that school. The school district must certify the need and the costs. The rule applies to all such fees or donations already paid into or held by a school district or a municipality.
