Cities cannot charge local use, occupation, privilege, or other excise taxes on transactions at a joint-use airport. This includes any city parking excise tax. The airport must be owned in whole or part by a county, be in a county with over 200,000 people that borders the Mississippi River, and serve both military and civilian planes. The ban also covers property that only serves the airport, like on-site parking or service facilities.
