State network connection order for public sites

The Illinois Century Network sets a five-step order to connect anchor institutions. First: sites within 5 miles of existing middle-mile lines. Second: sites within 10 miles. Third: sites more than 10 miles away that are E-rate eligible at 60% or higher (47 CFR 54 Subpart F). Fourth: sites that need new middle-mile Illinois Century Network infrastructure. Fifth: sites that need new last-mile work. This gives anchor institutions, such as schools and libraries, clearer timing for service.
