You do not pay an application fee to place your license on volunteer status. You also do not pay a renewal fee for a volunteer license. The first 500 volunteer licenses have the licensure fee fully waived. After that, the Department may cut or waive that licensure fee by rule.
The Department writes rules to run the volunteer license program and sets how many volunteer licenses to issue. It must file proposed rules within six months after the law took effect. The Department can also add more health professions to be eligible for volunteer licenses.
Illinois creates a volunteer license for health professionals. You must hold an active, clean license, meet all rules, and agree to give unpaid care only in free medical or public health clinics. You cannot hold a paid active license and a volunteer license in the same profession at the same time. You may switch back to active status during the same renewal period or at renewal under active-license rules. Practicing on an ineligible or expired volunteer license counts as unlicensed practice.
