Tenants of Illinois Sports Facilities Authority venues must follow new contract duties. They must play their full home schedule and home playoffs at the facility. They must operate and keep up the venue with their own staff or contractors, promote their events, and run or contract concessions, including a stadium club and restaurant. They must also allow the Authority to book other events when that does not unreasonably interfere with tenant use.
The Illinois Sports Facilities Authority provides financial help to design, build, fix, equip, operate, and maintain facilities. Help is given only through written assistance agreements with a governmental owner or its tenant. The Authority can borrow money and sell bonds and notes. It can also impose an occupation tax allowed by the Act and use the proceeds.
People who work for or act for the Authority must not engage in unlawful discrimination. This covers programs and activities at facilities funded under this Act, including places backed by bonds. The ban follows the Illinois Human Rights Act definition of discrimination.
