Large cities must save 10% for emergency vehicles

Illinois cities with more than 500,000 people must set aside 10% of certain insurer payments. The 10% comes from direct payments by private insurers for ambulance or fire services the city provides. The money can only buy or maintain ambulances, fire engines, and other emergency vehicles. Medicaid, Medicare, and liability claim reimbursements do not count toward the 10%. This rule does not apply to smaller municipalities.
