By July 1, 2027, the State Board creates optional recognition pathways for biliteracy before high school. Pathways include awards for prekindergarten or kindergarten, 5th grade, and 8th grade. Districts choose whether to join. The law recognizes early progress in two languages but does not include funding.
The Illinois State Board of Education must issue statewide guidance for districts on starting and growing dual language programs by December 15, 2026. The guidance covers program design, curriculum and teaching, testing and accountability, staff quality and training, family and community engagement, and supports and resources. By July 1, 2029, the Board also adds dual language goals to its Equity Journey plan, including recruiting, training, and keeping bilingual teachers. The law sets standards and priorities but does not provide new funding.
