Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

How long members can serve

Members serve three-year terms. First boards are staggered: three serve 1 year, three serve 2 years, and three serve 3 years, chosen by lot. No one may serve more than two consecutive three-year terms. Each board elects a chair every year and any other needed officers. These rules have been in effect since 2010-01-01.

Meeting and quorum rules

Each board meets at least once every two months. The chair can call extra meetings, or any five members can request one in writing. A quorum is a majority of appointed members, but never fewer than five. These rules have been in effect since 2010-01-01.

Who serves on regional boards

Each board has 7 to 9 members, appointed by the Director. When possible, the board includes one experienced provider for mental health, developmental disabilities, and vocational rehab. No other provider employees or officers may serve. The Director strives to include minority groups and eligible persons and considers recommendations from groups that help eligible people. The Director may remove a member for incompetence, neglect of duty, or malfeasance and must report all appointments and removals to the Commission at its next meeting. Vacancies are filled the same way as original appointments. These rules have been in effect since 2010-01-01.

Members serve unpaid; expenses reimbursed

Members do not get pay. They are repaid for actual expenses from their board duties. This rule has been in effect since 2010-01-01.
