Summary
Amends the Rights of Crime Victims and Witnesses Act. Provides that the Prisoner Review Board shall publish on its official public website and provide to registered victims information regarding how to submit a victim impact statement. Provides that the Prisoner Review Board shall consider victim impact statements from any registered victims. Provides that any registered victim, including a person who has had a final, plenary, or non-emergency order of protection granted under the Protective Orders Article of the Code of Criminal Procedure of 1963 or under the Illinois Domestic Violence Act of 1986, may present victim statements that the Prisoner Review Board shall consider in its deliberations. Provides that at least 48 hours prior to early release of the prisoner from State custody or of the prisoner's pardon, commutation, furlough, or granting of sentence credit, the Prisoner Review Board shall inform a victim of the release if the victim has previously requested notification of that information. Provides that notification shall be made before 5 p.m. on weekdays. Provides that the Prisoner Review Board shall notify the victim in the underlying case of the offender's release on mandatory supervised release at least 30 days prior to release and shall allow the victim to provide a victim's statement to the Board. Provides that the victim's statement shall be considered when determining the conditions of the offender's mandatory supervised release. Provides that, before the Board makes a decision on whether to revoke an offender's parole or mandatory supervised release, the Prisoner Review Board must run a LEADS report. Provides that the Board shall publish on the Board's publicly accessible website the name and identification number of offenders alleged to have violated terms of parole or mandatory supervised release, the Board's decision whether to revoke parole or mandatory supervised release, and the names of the voting Board members. Provides that this information shall only be accessible while the offender is in State custody. Amends the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may not be denied upon the basis that the petitioner or the respondent is incarcerated in a penal institution at the time of the filing of the petition.

HB5198, AFFORDABLE HOUSING-CILAS
Amends the Affordable Housing Planning and Appeal Act. Requires non-exempt local governments to provide residents with notice and the opportunity for comment at a public hearing prior to adopting an affordable housing plan. Requires a non-exempt local government to provide proof of its compliance with the notice and public hearing requirements when it submits a copy of its affordable housing plan to the Illinois Housing Development Authority. Expands the list of information that must be provided in the affordable housing plan to include, (i) an identification of "specific lands" (rather than "lands") within the jurisdiction that are most appropriate for the construction of affordable housing, (ii) proposed timelines to commence "specific actions and deadlines" (rather than "actions") to implement the components of the affordable housing plan, and (iii) incentives, including certain measures to address the need for affordable housing, that the local government may provide for the purpose of attracting affordable housing. In a provision permitting certain persons to appeal a local government's denial of a proposed affordable housing plan, expands the list to include a service provider that is under contract to provide services for potential residents of a proposed supportive housing project or community-integrated living arrangement that is included in the proposed affordable housing plan. Contains provisions concerning final actions or decisions by the governing body of the local government on the proposed affordable housing plans; appeal procedures and timelines; and other matters. Expands the Illinois Housing Development Authority's rulemaking authority to include the adoption of rules and regulations concerning the substance of affordable housing plans consistent with the changes made in the amendatory Act.
SB1937, PENSION CODE-VARIOUS
Amends the State Employee Article of the Illinois Pension Code. Provides that a member who is eligible to receive an alternative retirement annuity may elect to receive an estimated payment that shall commence no later than 30 days after the later of either the member's last day of employment or 30 days after the member files for the retirement benefit with the System. Provides that the estimated payment shall be the best estimate by the System of the total monthly amount due to the member based on the information that the System possesses at the time of the estimate. Provides that if the amount of the estimate is greater or less than the actual amount of the monthly annuity, the System shall pay or recover the difference within 6 months after the start of the monthly annuity. Excludes a benefit increase resulting from the amendatory Act from the definition of "new benefit increase". Effective immediately.
HB2563, CONDO-RESERVE STUDY
Amends the Common Interest Community Association Act. Requires a common interest association to conduct and update a reserve study every 5 years. "Reserve study" means an analysis of the reserves required for future major maintenance, repairs, and replacements of the common elements. Grants a 5-year window for an association to conduct a reserve study or update a current study. Requires a reserve study to be made available to any prospective purchaser of a unit upon request for a resale of any unit in the community. Exempts an association with 15 or fewer units but still requires the board to comply with the budgeting and reserve requirements elsewhere in the Act. Amends the Condominium Property Act to make similar changes.
HB4701, LIMITATIONS FACILITY FEES ACT
Creates the Limitations on Facility Fees Act. Provides that no health care provider shall charge, bill, or collect a facility fee, except for: (i) services provided on a hospital's campus; (ii) services provided at a facility that includes a licensed hospital emergency department; or (iii) emergency services provided at a freestanding emergency center. Provides that, except as specified, no health care provider shall charge, bill, or collect a facility fee for: (i) outpatient evaluation and management services; or (ii) any other outpatient, diagnostic, or imaging services identified by the Department of Public Health. Requires the Department to annually identify services subject to the limitations on specified facility fees that may reliably be provided safely and effectively in settings other than hospitals. Sets forth provisions concerning reporting, rulemaking, and enforcement of the Act. Amends the Fair Patient Billing Act to make a conforming change. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who violates the Limitations on Facility Fees Act commits an unlawful practice.
SB3008, DHS-ABLE PROGRAM INFO MATERIAL
Amends the Mental Health and Developmental Disabilities Administrative Act and the Rehabilitation of Persons with Disabilities Act. Required the Department of Human Services to provide informational materials about the Senator Scott Bennett ABLE Program to: persons who are placed in a facility licensed under the ID/DD Community Care Act, the MC/DD Act, or the Specialized Mental Health Rehabilitation Act of 2013; persons with disabilities who receive services funded by or administered in conjunction with the Department, including, but not limited to, home and community based services, home-based support services, PUNS services, home care services, and services at a Center for Independent Living. Provides that the informational materials shall be provided when a person first enrolls for such services and as part of any annual process required for the person to maintain eligibility for such services. Requires the Office of the State Treasurer to prepare and deliver the informational materials in an electronic format to the Department and distribute the materials to eligible persons.
SB3484, VEH CD-PLATES-REGISTRATION
Amends the Illinois Vehicle Code. Provides that the design and color of registration plates shall be wholly within the discretion of the Secretary of State. Provides that plates for veterans with disabilities who have been approved for benefits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act shall pay a specified fee (instead of $24). Authorizes the Secretary to suspend or revoke a certificate or the special plates issued to tow truck or wrecker operator upon determining that the person is not lawfully entitled thereto or has made or knowingly permitted any illegal use of the plates or has committed fraud in the registration of vehicles or failed to give notices of transfers. Prohibits a vehicle from being registered in the name of a person who is not an owner or lessee of that vehicle. Requires a vehicle owner seeking to register a vehicle in the State to register that vehicle to a State address. Provides that it is a violation for a person to alter, forge, or counterfeit a license plate or digital license plate. Provides that if no assignable title is available when auctioning a vehicle, the auctioneer or dealer must apply for Illinois title for the purpose of assigning title. Provides that the renewal fee for licenses and permits issued to 18, 19, and 20 year olds is $5. Provides that the Secretary shall issue a meter-exempt decal or device to the parent of a person with a disability who is under 18 years of age and incapable of driving or the legal guardian of a person with a disability incapable of driving. Makes other changes.
