Summary

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that provisions requiring the Department of Commerce and Economic Opportunity's official website to contain a comprehensive list of State, local, and federal economic benefits available to businesses in each of the State's counties and municipalities are repealed on July 1, 2026. Provides that the following reports shall be filed on or before January 31 of each year (instead of January 1): a report on entrepreneurial assistance centers; reports on the Enterprise Zone Loan Fund and the Large Business Attraction Fund; and reports concerning cannabis social equity. Amends the Southeastern Illinois Economic Development Authority Act. Makes changes concerning the membership of the Board of the Southeastern Illinois Economic Development Authority. Amends the Illinois Income Tax Act. Extends the sunset for the apprenticeship education expense tax credit, the research and development tax credit, the angel investment tax credit, and the River Edge Redevelopment Zone tax credit. Effective immediately.

New tax credit for music companies

Beginning January 1, 2025, qualified music companies can use a State tax credit to lower Illinois income tax. The base credit is 10% of Illinois payroll up to $150,000, or 15% if payroll is over $150,000. Add-ons apply: up to +15% for hires from high‑poverty or high‑unemployment areas, +7% for paying prevailing wages, +7% for in‑state post‑production, and +10% for spending on a resident copyright. Credits need a Department certificate, are capped at $2 million statewide per year, and $200,000 per company per year.

Training for clean water jobs

The law creates the Clean Water Workforce Pipeline Program, if funded. Grants pay for outreach, training, counseling, supports like transportation, and job placement. Each year, the goal is at least 300 placements or 25% of State‑financed water‑project jobs, whichever is larger. A protected Water Workforce Development Fund holds money only for this program and clean water capital work.

One-stop help for small businesses

The State runs an Office of Economic Equity and Empowerment to help minority-, women-, veteran-, and disability‑owned businesses apply for funding and get certified. The Department supports entrepreneurship assistance centers with grants, training, and quarterly reporting, subject to funding. A statewide portal lists permits, fee estimates, and forms; agencies update content each year. Another website lists local, State, and federal business benefits by place; this listing rule ends July 1, 2026.

Push to expand broadband access

The Broadband Advisory Council now studies ways to expand and increase use of broadband across the State. It looks at access for low‑income households, digital skills, and use in schools, libraries, and training. It evaluates expanding the Illinois Century Network and aims for 1 Gbps service where possible. It must publish new FCC speed benchmarks within 60 days of federal updates and file a yearly report by January 1.

Statewide economic plan every year

The Department of Commerce and Economic Opportunity writes a statewide economic development plan. It updates the plan every July 1 and rebuilds it every five years. The plan is made with input from businesses, other agencies, schools, local groups, and governments.

Tourism agencies must work together

The law creates a State tourism Coordinating Committee led by the Commerce Director. Members include the Lieutenant Governor, the Transportation Secretary, other agency heads, and four lawmakers. It meets at least four times a year to coordinate tourism promotion across State government.

Southeastern Illinois development authority changes

The law updates the Southeastern Illinois Economic Development Authority. It sets the counties covered, a 26‑member board plus one ex officio member, and a 14‑member quorum. Members may be reimbursed for expenses but are not paid, and an Executive Director runs daily work.

New women's council; old program repealed

The State creates the Illinois Council on Women and Girls to advise on pay, health, safety, and inclusion. The Council can form subcommittees, including on justice‑impacted women. At the same time, the law repeals the Opportunities for At‑Risk Women Act, ending programs under that law.

Old DCEO section repealed

The law repeals Section 605‑400 of the Department of Commerce and Economic Opportunity statutes. The text here does not state what programs or money were tied to that section.
