Early childhood data and dashboards for families

Beginning June 25, 2024, the Department of Early Childhood establishes a statewide Early Childhood Integrated Data System. It lets state agencies share early childhood data when allowed by law. The Department builds public dashboards and query tools. Parents and communities can see aggregated data. State and federal privacy rules still apply.

Contracts use state rules and diversity goals

Beginning June 25, 2024, the Department follows the Illinois Procurement Code for purchases to run its programs. A narrow exception in that Code still applies. Vendors competing for contracts must meet supplier diversity rules under the Business Enterprise for Minorities, Women, and Persons with Disabilities Act.

Department can hire staff and set rules

Beginning June 25, 2024, the Department of Early Childhood can hire staff, set up units, and provide facilities. It can sign contracts for goods and services. It can adopt rules, following the Illinois Administrative Procedure Act. An exception applies when federal law requires a rule with no state discretion. All actions must follow the Personnel Code, collective bargaining deals, and other laws.
