Cook County forest preserve districts can build and run zoos inside preserves. They can also let a zoological society build and operate a zoo and display animals. The district can use the society’s funds or the tax provided in Section 41 to pay for building and operations. The district may set contract terms it believes are best.
A zoo in a forest preserve may charge admission. All admission money must be used to run the zoo and care for the animals. Each zoo must offer 52 free admission days every year. Organized groups of children from Illinois schools get in free; the zoo may limit how many groups per day and set safety rules. The zoo may also charge extra for special services or special areas.
With board approval, a zoo may sublease or license up to 15 acres for recreation to a government or a not-for-profit to raise revenue for the zoo’s mission. Any sublease or license ends after 15 years or when the zoo society’s main contract ends, whichever comes first. The power to make these subleases or licenses ends December 31, 2030.
