Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

New oversight of auto insurance rates

Beginning July 1, 2027, Illinois regulates how auto insurers set rates under a new article of law. Rates must not be excessive, inadequate, or unfairly discriminatory, and must reflect expected losses and expenses. Insurers must use reliable Illinois loss data to set rates and may add outside data only to meet credibility, not to justify price differences among drivers. The Department of Insurance reviews complete filings and, within 40 days, tells companies if rates are unlawful; if it does not act in time, the filing takes effect. Companies can request a hearing, and the Department can order changes and rebates if it finds defects.

Stronger renewal and nonrenewal notices

Beginning July 1, 2027, your insurer must mail you a 30‑day notice before a renewal that raises your premium by more than 10%. It must give 60 days’ notice before any policywide deductible or coverage change. For nonrenewals, you must get at least 30 days’ written notice that explains the specific reasons. The insurer must also notify your agent or broker and any known mortgagee or lienholder, and keep proof of mailing. If the insurer fails to give a required notice, your current policy stays in force until your similar replacement policy starts.

Older drivers get safety-course discount

If you are 55 or older and complete the National Safety Council course or a Secretary of State–approved crash‑prevention course, you get a car‑insurance premium reduction. The discount lasts three years from your completion date. Courses must be at least 4 hours, taught by approved instructors, and give you a completion certificate. Some vehicles and drivers are excluded: fleet or commercial vehicles without a regular operator, group plans with pooled rates, drivers with a revoked or suspended license in the last 36 months, and vehicles that must first keep a clean record for one year. You must claim the discount and give your insurer the information it needs.
