You can use state home loans, grants, and help when a community land trust or other 501(c)(3) holds the ground lease. The home must be held to keep housing affordable or to help a community revitalize. Deals from for‑profit or private sellers that use installment contracts, contracts for deed, or similar leasehold sales are not eligible. Within 90 days after the law takes effect, the housing agency must propose new rules to carry this out.
The law creates a Community Land Trust Task Force at the state housing agency. Appointments happen within 30 days; the first meeting is within 60 days. Members serve without pay, and the agency runs and supports the group. It studies funding for CLTs, including bonds, transfer taxes, and the Illinois Affordable Housing Trust Fund, and reviews tax sale rules. It helps new CLTs, seeks more state grants, and promotes partnerships with land banks. The Task Force must send a public report to the Governor and General Assembly, and it ends 14 months after its first meeting.
