The Task Force must deliver a first report by June 30, 2026, using research and models to assess climate displacement. A second report is due by June 30, 2027, with a needs assessment for infrastructure and systems through 2050 and plans for agency teamwork. Both reports must include findings, conclusions, and recommendations. The Task Force and this Act end on December 31, 2028.
The law creates the Climate Displacement Task Force to plan for climate‑driven moves. Voting members include lawmakers, state agencies, labor, housing and immigrant groups, environmental justice groups, and academics. Officials must fill seats within 90 days after the law takes effect. After initial appointments, the Task Force meets at least monthly. The Chair and Vice-Chair can add voting experts and must post the qualifications used; vacancies follow the same rules. Members serve without pay.
