The law requires the Illinois Department of Corrections to post annual, statewide data on contraband, substance use treatment programs, naloxone use, and emergency medical responses for people in custody and for staff. Contraband data covers where items were found, how they entered (staff, visitors, mail, vendors, etc.), searches at entrances, and the type: drugs (by kind with the item tested, test used, and result: positive, negative, inconclusive, or unknown), phones, weapons, or other items. It also reports counts of people caught with contraband by role (staff or person in custody) and referrals for prosecution. Emergency-response data shows reasons (like suspected overdose, assault injury, or work/environment injury) and outcomes, including off-site ER visits, medical furloughs, number housed in outside hospitals, and total days there. Treatment-program data includes what programs are available, level of care, participants, and waitlists; naloxone data excludes the identity of the person who administered it. The Department collects data by facility but publishes statewide totals only; no facility, county, or locality is named. Contraband and some emergency-response items start July 1, 2026. The rest (treatment programs, naloxone, and remaining emergency data) start July 1, 2027. The Department must post the report each year by August 1.
