State narrows rules for non-community water systems

The law limits when the state environmental law applies to non-community water systems, like schools, businesses, and campgrounds. It still applies when the state enforces the federal Safe Drinking Water Act, when statewide water rules clearly cover these systems, or when the Groundwater Protection Act and the Health Department make parts of it apply. Operators may have fewer compliance steps. People who use the water may have fewer direct protections under this law, but other rules can still apply.
