Beginning July 1, 2025, the Expressway Camera Act is repealed. On that same date, images from expressway cameras are no longer automatically exempt from FOIA. Agencies must treat these images like other public records. Drivers and agencies may see changes in camera enforcement and program operations after that date.
The Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997 ends on December 31, 2025. On the same date, the Renewable Energy Component Recycling Task Force also ends. After that, agencies and energy companies lose those statutory authorities unless another law replaces them.
The special quick-take eminent domain rule for the Athens Blacktop corridor in Menard County ends May 31, 2025. County officials have less time to use quick-take for that project. Property owners in the corridor face a narrower window for quick-take actions.
Beginning July 1, 2025, the state ends the Internet lottery program. The Illinois Lottery and any private manager lose authority to run online ticket sales. Adults who buy lottery tickets online no longer have that state-authorized option.
The special rule letting the Joliet Park District sell the Splash Station ends June 30, 2025. The district and any planned buyers who relied on that rule lose that authorization. Prior approvals taken under the former rule still matter for past actions.
On August 1, 2025, the Music Therapy Advisory Board is dissolved and its law is repealed. Board members and people who relied on the board lose that formal channel on that date.
The Illinois Elections and Infrastructure Integrity Task Force ends June 1, 2025. The Access to Voting for Persons with Disabilities Task Force, the Public Financing of Judicial Elections Task Force, and the Ranked-Choice and Voting Systems Task Force all end July 1, 2025. State and local election stakeholders lose these advisory bodies on those dates.
The Blue-Ribbon Commission on Transportation Infrastructure Funding and Policy ends August 1, 2025. State officials and stakeholders lose this planning and advisory body on that date.
On July 1, 2025, the Public Building Commission loses its authority to use design-build. Any design-build contracts signed or procurements started before that date stay valid. After that, contractors and design firms may see fewer design-build opportunities with the Commission.
Article 33G-9 of the Criminal Code is repealed June 1, 2025. The offenses and procedures in that article end on that date. This changes the criminal law framework for people and authorities covered by that article.
