Summary
Amends the Illinois Vehicle Code. Provides that a motor vehicle dealer in the State shall not sell a motor vehicle that requires a front registration plate without installing a mounted plate holder on the front of the motor vehicle. Defines "motor vehicle dealer".

No plate tampering or covers
You cannot change the rear plate mount to hide or block your plate, including using electronic devices. You cannot add unapproved stickers, tape, or other items to plates or stickers, or alter them from their original condition. You also cannot drive a vehicle with a plate cover or a digital plate cover. Knowingly modifying the rear plate mount to conceal the plate is a Class A misdemeanor.
Dealer front plate bracket installs
When a front plate is required, you can ask the dealer to install a front plate bracket. The dealer must follow the vehicle maker’s instructions. If they do, the dealer is not liable for damage from the install, and your manufacturer warranty stays in effect.
No driving with expired registration
You cannot drive or let someone drive a vehicle that shows Illinois plates or stickers after the registration expires or is terminated. You can be cited under traffic laws if you do.
Ban on selling plate covers
Businesses cannot sell or advertise registration plate covers or digital plate covers in Illinois. Doing so is a business offense and can lead to penalties.
Display rules for plates and stickers
Most cars and light trucks must show a plate on the front and the rear. Plates must be flat, not swing, be easy to read, and sit at least 5 inches above the ground. Put the renewal sticker on the upper right of the rear plate, or on the front plate for truck‑tractors, unless the Secretary of State allows another way. Motorcycle plates may be mounted vertically if they are clearly visible. If your truck has a camper body with its own plate, attach that plate to the very back of the camper body.
Fleet decals and permit rules
If your vehicle is in a fleet prorated or apportioned with Illinois, you must place the Illinois prorate decal on the front plate. Vehicles with rear‑loaded motorized forklifts may have the rear plate blocked by the forklift if the plate is still mounted flat and secure. Drive‑away permits must be attached exactly as the Secretary of State requires, or the permit is void.

SB3484, VEH CD-PLATES-REGISTRATION
Amends the Illinois Vehicle Code. Provides that the design and color of registration plates shall be wholly within the discretion of the Secretary of State. Provides that plates for veterans with disabilities who have been approved for benefits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act shall pay a specified fee (instead of $24). Authorizes the Secretary to suspend or revoke a certificate or the special plates issued to tow truck or wrecker operator upon determining that the person is not lawfully entitled thereto or has made or knowingly permitted any illegal use of the plates or has committed fraud in the registration of vehicles or failed to give notices of transfers. Prohibits a vehicle from being registered in the name of a person who is not an owner or lessee of that vehicle. Requires a vehicle owner seeking to register a vehicle in the State to register that vehicle to a State address. Provides that it is a violation for a person to alter, forge, or counterfeit a license plate or digital license plate. Provides that if no assignable title is available when auctioning a vehicle, the auctioneer or dealer must apply for Illinois title for the purpose of assigning title. Provides that the renewal fee for licenses and permits issued to 18, 19, and 20 year olds is $5. Provides that the Secretary shall issue a meter-exempt decal or device to the parent of a person with a disability who is under 18 years of age and incapable of driving or the legal guardian of a person with a disability incapable of driving. Makes other changes.
SB3086, STATE PERMITTED INVESTMENTS
Amends the Deposit of State Moneys Act. Provides that the State Treasurer may invest or reinvest any State money in private placement fixed income securities that are exempt from the registration requirements of the Securities and Exchange Commission if specified conditions are satisfied. Effective immediately.
SB2645, FIRE STATION REHABILITATION
Amends the State Fire Marshal Act. Provides that the Office of the State Fire Marshal shall award grants to not-for-profit fire departments exempt from federal income taxes under Section 501(c)(3) of the Internal Revenue Code (in addition to units of local government) for the rehabilitation or construction of fire stations.
SB2524, VEH CD-DRIVER'S LICENSE
Amends the Illinois Vehicle Code. Allows an applicant for a driver's license to submit, with the application for a driver's license, documentation confirming an intellectual disability or autism spectrum disorder so such information may be included on the person's driver's license. Provides that any such documentation is confidential. Defines "autism spectrum disorder" and "intellectual disability".
