The law creates the Kansas technical college operating grant fund, run by the Kansas Board of Regents. The fund pays only for instruction and daily operations to meet regional and statewide goals set by the Postsecondary Technical Education Authority. Money is spent only after the Legislature appropriates it, with payments issued by the Director of Accounts and Reports after the Board’s executive approves vouchers. “Technical college” follows Kansas law and includes the Washburn Institute of Technology. The law takes effect upon publication in the Kansas Register.
