Each year, Louisiana directs 25% of covered sports betting tax collections to the Supporting Programs, Opportunities, Resources, and Teams Fund. Required bond-related deposits come first. The Board of Regents divides appropriated money equally among eligible Louisiana public university athletic departments. Eligible universities belong to conferences competing in NCAA Division I Football Bowl Subdivision or Football Championship Subdivision athletics. Support includes scholarships, insurance, medical coverage, facility improvements, legal settlement fees, and Alston awards. Each university sets benefit eligibility, and fund money cannot replace other awards or scholarships. The fund earns interest through investments handled like state general fund investments, and unused money stays available in later years.
Each year, Louisiana directs 3% of covered sports betting tax collections to the Louisiana Postsecondary Inclusive Education Fund. Required bond-related deposits come first. After the law's required allocations, remaining revenue goes to the state general fund. This allocation does not set individual benefit amounts or eligibility rules.
Louisiana raises the tax on covered online sports betting operators from 15% to 21.5% of net gaming proceeds. It covers bets offered to Louisiana consumers through websites or mobile apps. The tax excludes electronic betting through a legally defined “sports wagering mechanism.” This is an operator tax, not a direct tax on household winnings.
