Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Higher fees for presidential election candidates

For candidates qualifying beginning August 1, 2025, the law raises two presidential election fees. Presidential-elector slates outside recognized political parties pay $1,000 instead of $500 when qualifying by fee. Candidates seeking a party’s presidential nomination pay $1,000 instead of $750, plus other applicable fees. Both groups keep the option to qualify by petition instead of paying the base fee. Presidential nomination petitions require handwritten signatures from at least 1,000 registered voters affiliated with that party in each congressional district.

Louisiana funds recycling for campaign signs

The law creates Louisiana’s Campaign Sign Recycling Fund and assigns its money to the secretary of state for recycling political signs. After required bond-fund allocations, the fund receives the extra $25 qualifying fees and designated gifts, grants, appropriations, and other revenue. Unspent money not committed to expenses stays in the fund across budget years. The money is invested like state general fund money, but investment interest goes to the state general fund. The secretary of state can issue rules to run the fund.

Election candidates pay an extra $25

Beginning August 1, 2025, Louisiana candidates qualifying in primary elections pay an extra $25, on top of other applicable fees. Candidates for a political party’s state central committee or parish executive committee are exempt. The added fee goes into the Campaign Sign Recycling Fund.
