Airport commissioners can receive meeting pay

District commissioners can receive $75 for each meeting they attend, for up to 24 meetings per calendar year. That allows up to $1,800 per commissioner each year. Payments depend on money approved by the Claiborne Parish governing authority or otherwise made available for meeting pay.

New district controls Claiborne Parish airport

The law creates Claiborne Parish Airport District No. 31 as a public body to oversee the airport. Its five commissioners serve at the pleasure of the officials who appoint them. The House District 11 representative appoints two; the Senate District 33 senator, Homer mayor or designee, and parish Police Jury appoint one each. The district must report yearly receipts and spending to the Police Jury within 120 days after each calendar year ends. Its specified operating powers begin when the Federal Aviation Administration issues an operating certificate under Part 139. After that approval, the district can take over airport property, contracts, cash, investments, income, and airport-related debt, including revenue bonds. Property transfers remain subject to existing liens and limits on use. The district can borrow, set airport rates and fees, manage grants, and develop airport facilities, services, and access improvements. It also acts for local government in managing pending state and federal grants. Local government cannot weaken district powers or cause violations of rate or bond promises. Selling, transferring, pledging, or disposing of airport facilities requires district consent and federal aviation consent when required. Local government must also take reasonable steps to fix title problems in transferred facilities.
