Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Parents get school material review rights

Beginning August 1, 2025, Louisiana public school boards must set rules for parents to review instructional materials upon request. Schools must set reasonable hours for in-person review. Required online access covers only curricula adopted under R.S. 17:351.1; other materials may be available in person under local rules. Boards must send their policies and allowed copying-fee schedules electronically to the Louisiana Department of Education. The department must report on compliance to both legislative education committees by March 9, 2026, including each policy and fee schedule.

Parents face limits on school test access

Beginning August 1, 2025, Louisiana public school boards decide whether parents can review academic tests, assessments, and answer keys. This includes nonsecure tests and assessments, which are no longer included in the law's definition of instructional materials. Access to these assessments is therefore not guaranteed by the instructional-material access rule. Boards that allow access can limit it to in-person viewing at school.

Parents get free viewing, copying fees allowed

Beginning August 1, 2025, Louisiana public schools cannot charge parents to view their child's instructional materials without requesting copies. Online access to instructional materials is also free. Schools must provide requested paper copies when school equipment can readily copy the material, but may charge reasonable, customary fees. Parents can copy materials on school premises using a phone or another device that makes copies. No other law or policy can block this copying right, and principals must ensure compliance.
