Pay for Randolph council and school board
Randolph may pay elected town council and school committee members. The town sets the amount and rules by ordinance. This authority takes effect only if voters approve Question 1. It begins on January 1, 2026, or 30 days after the election is certified, whichever is later.
Ballot question on Randolph charter changes
The town attorney must place “Question 1” on the next town election ballot held more than 35 days after this law takes effect, or on another authorized town ballot. The ballot asks about pay for council and school committee members, vote‑delay rules, and special‑meeting notice rules. The attorney also prepares a short summary that appears on the ballot. This requirement takes effect upon passage.
New meeting and voting rules for Randolph boards
Special meetings need 48 hours’ notice to members. The council president or any three councilors can call a special council meeting. The chair or one‑third of a board can call a special meeting. Notices must list items to be acted on and be posted on the town bulletin board. In emergencies, give notice as early as possible. For non‑emergency measures, one objection at the first vote delays it to the next meeting; four or more objections at the next vote delay it at least four more days. This delay rule can be used only once per measure and does not apply to emergencies. These rules take effect on January 1, 2026, or 30 days after the election is certified, whichever is later, only if voters approve Question 1.
