Hiring and supervision rules for town staff

The town administrator may hire, discipline, and remove town employees, following Carlisle’s personnel rules. The select board hires and may remove the police chief, fire chief, town clerk, treasurer, tax collector, and town counsel. School, fire, library, and board of health staff stay under their own leaders. Before hiring or removing an employee who helps a specific official or board, the administrator must consult that official or board. If a vacancy or absence will last more than 30 days, the administrator can make an acting appointment for that period.

Town administrator manages, board sets policy

The select board appoints and may remove the town administrator. The administrator runs daily operations and supervises most departments, except schools, fire, the Gleason Public Library, and the board of health. The administrator follows select board policy and cannot make policy on their own. This law does not move the board’s or other bodies’ powers to the administrator. The board may assign the administrator other duties under its policies.
