Temporary funds keep state services running

Beginning June 30, 2026, the state provides $7.703 billion to keep services running into fiscal year 2027. The money pays departments, boards, commissions, and programs. The funding stops once the main state budget takes effect. All spending must match and count against the final budget.

Emergency cash advances for cities and schools

The State Treasurer can pay some or all regular local aid early. Eligible groups include cities, towns, regional school districts, and independent agricultural and technical schools. They must have an emergency cash shortfall. The Commissioner of Revenue must certify it. The Secretary of Administration and Finance must approve it and issue guidelines.

Keeps unspent capital funds for FY2027

Unspent state capital funds that would revert on June 30, 2026 stay available. The balances must be needed to pay fiscal year 2027 obligations. This authority ends when a capital account extension law is enacted.
