The law dissolves the Holmes Park Water District, effective on passage. Westminster now runs water service for that area and takes all pipes, facilities, funds, assets, and debts under its public works commission. Any land protected for water or conservation keeps that protection under the town. Any rates, taxes, or charges you owed the district are now payable to Westminster, which can enforce and collect them. District money moves to the town to pay the district’s debts first; any leftover goes to the town’s water enterprise fund.
