Bill Overview

Analyzed Economic Effects

5 provisions identified: 2 benefits, 2 costs, 1 mixed.

Cash completion awards for Maryland Corps

Beginning July 1, 2025, Maryland Corps participants receive a $6,000 cash award after completing at least 9 months of service. The law removes the option to pay the award through a Maryland 529 education savings account.

More young adults qualify for service

Beginning July 1, 2025, the Young Adult Service Year Option Pathway drops its three-year limit on high school completion. Applicants must be Maryland residents when applying and have finished high school or an equivalent level of education. They must be at least 18 but under 25 when the pathway starts. Otherwise-qualified applicants can apply regardless of when they finished school.

New minimum pay rules for service participants

Beginning July 1, 2025, both Maryland Corps service-year pathways use a new minimum pay rule. Participants must receive at least the higher of the applicable county or Maryland minimum wage for required work or activities. This replaces the prior $15-per-hour floor. The effect on pay depends on the wage rate that applies.

Age and residency rules for adult service

Beginning July 1, 2025, Maryland Service Year Option Pathway applicants must be Maryland residents. They must be at least 18 when the pathway starts. The law sets no upper age limit.

Executive Fellows lose state government opportunity

The law ends Maryland’s Executive Fellows Program on July 1, 2025. The program gave private-sector individuals with demonstrated leadership and management potential an opportunity to take part in State government. That opportunity is no longer available through this program.
