Credit protections for early wage borrowers

Beginning October 1, 2025, Maryland's consumer-credit rules cover consumer-directed earned wage access loans. These loans provide early access to earned wages using income information supplied by the consumer. The rules apply even when the loan was not designated to follow them.

New tip protections for Maryland borrowers

Beginning October 1, 2025, Maryland lenders offering tips must set the default at $0 and disclose who receives them. Tips must be voluntary and cannot affect loan approval or terms. Lenders must prominently explain that tips do not influence lending or directly benefit a specific person. Expedited processing, disbursement, membership, registration, and subscription charges do not count as tips. If a tip pushes interest above the legal limit, lenders can avoid that violation by refunding enough within 30 calendar days.
