Beginning October 1, 2025, Maryland sets tiered civil fines for speeding recorded by speed cameras. The vehicle owner or driver faces these fines only when no police officer cited the driver at the time. Fines are $50 for 12–15 mph over the limit, $70 for 16–19 mph, and $120 for 20–29 mph. They reach $230 for 30–39 mph over and $425 for 40 mph or more over. The State Highway Administration must also convene a workgroup on school-zone speed cameras, including local governments, law enforcement, and education stakeholders. Its study must review current policies, camera boundaries, serious crashes, camera counts, distances from school property, and best practices. Findings and recommendations are due to the Governor and General Assembly by December 1, 2025.
