Former electric cooperative members keep refund rights

Beginning October 1, 2025, Maryland sets new rules for electric cooperatives’ retired capital credits owed to former members. These credits represent members’ shares of money collected above the cooperative’s operating costs. Credits left unclaimed for at least five years after retirement are not treated as abandoned property. Cooperatives may use them only to help members under their legal powers or donate to board-approved nonprofit charities. Former members can still claim the credits, and the cooperative must refund them when they apply.
