County associations face registration and hearing limits

Beginning July 1, 2025, Prince George’s County requires condominium associations, homeowners associations, housing cooperatives, and paid association managers to register. They must renew by January 31 each year through the Office of Community Relations; association boards are responsible for compliance. Forms collect entity, officer, and contact details, operating history, and association clients served as of the prior December 31. Information may become public under Maryland’s public records law. Anyone who fails to register as required or files a false statement cannot file a county association dispute until properly registered. Willful violations are misdemeanors carrying a fine of up to $1,000 upon conviction.

County association fees pay for dispute hearings

Beginning July 1, 2025, Prince George’s County’s Executive must set annual association registration fees high enough to fund county dispute hearings. Fees support association-owner hearings, Office of Community Relations technical help, and the Commission on Common Ownership Communities. Charges may include per-unit renewal fees, hearing-service fees that recover actual costs, and per-unit developer fees when association documents are recorded. The county governing body may set reasonable service and developer fees. The law sets no dollar amounts, and household costs depend on whether associations pass fees on to residents.
