Anne Arundel can expand development fee relief

Beginning October 1, 2025, Anne Arundel County can authorize more development impact fee waivers or credits by ordinance. Eligible development includes projects by nonprofits that have existed for at least 3 years. Housing options include county-defined moderately priced dwelling units, accessory dwelling units, and projects meeting county workforce housing requirements. Developers can also qualify for credits for land or construction accepted by the County or County Board of Education. These contributions must meet the same needs as the fee and add capacity beyond Article 17 requirements. This includes contract schools built by developers or their agents under agreements with the State Board of Education. The ordinance must set relief amounts, eligibility conditions, and application procedures. The law does not guarantee fee relief or require savings to reach households.
