Some Maryland applicants need driving safety training

Beginning October 1, 2025, certain Maryland license applicants must successfully complete a three-hour roadway safety course before qualifying. This applies to applicants who have never held a Maryland or another state's driver's license but qualify without a learner's permit. The course covers signs, signals, road markings, dangerous driving, work zones, and Maryland's driving record and points system. It also covers alcohol and drug effects, impaired-driving risks, related criminal penalties and license sanctions, and other agency-selected safety topics. Maryland's Motor Vehicle Administration establishes the course with the Behavioral Health Administration and sets rules for certifying private providers. The course replaces prior alcohol education and driver-improvement programs and becomes part of the driver education course.
