Maryland allows online lottery subscription purchases

Beginning July 1, 2025, Maryland's Lottery Agency may establish a system for buying lottery subscriptions through internet-connected devices. Subscriptions use the same game information for a set number of back-to-back drawings in jackpot or multijurisdictional games. Players pay for those drawings; this law does not authorize online lottery ticket sales generally. By December 1, 2026, the Agency must report to the Senate Budget and Taxation, House Appropriations, and House Ways and Means committees. The report must include the number and dollar amount of subscriptions sold directly and vouchers sold by licensed agents. It must also count renewals handled directly by the Agency for subscriptions originally funded by vouchers.

Lottery agents earn commissions on subscription vouchers

Beginning July 1, 2025, Maryland's Lottery Agency may allow licensed agents to sell vouchers that fund lottery subscriptions. The Agency must pay agents the commission rate set in state law for voucher sales and qualifying subscription renewals. A renewal qualifies only when that agent sold the original voucher and the subscription is renewed before it expires. Renewal commissions apply only within 24 months after the first renewal.
