More Maryland veterans qualify for benefits

Beginning October 1, 2025, Maryland counts more discharges as honorable for all state veterans' benefits, rights, and privileges. This includes less-than-honorable discharges solely because of sexual orientation or gender identity. It also covers discharges for related statements or consensual acts that military rules banned at the time. The Maryland Department of Veterans and Military Families can also determine that a discharge merits an upgrade under 38 C.F.R. § 3.12. Veterans seeking that determination must submit documents explaining their discharge to the Secretary of Veterans and Military Families.
