3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Free disability notation on Maryland IDs

Beginning October 1, 2025, initial and renewal applicants can choose a disability notation at the bottom of Maryland licenses, ID cards, and moped permits. It covers disabilities or health conditions that are not immediately visible, including developmental and intellectual disabilities. The Motor Vehicle Administration cannot require proof or deny an application because the selected disability differs from another document. The notation is free, including a corrected document issued only to add it, with no other corrections. The agency must consult developmental and intellectual disability advocacy groups on the design and tell the public about the option.

Police training on disability ID notations

Beginning October 1, 2025, Maryland's Police Training and Standards Commission must implement training on interactions with disability notation holders. This covers notations on Maryland licenses, ID cards, and moped permits. The commission must consult the Department of State Police and other interested groups. The law does not specify training content or funding.

Disability privacy protections but fewer reminders

Beginning October 1, 2025, you can request removal of the notation anytime; the Motor Vehicle Administration must delete its record. The law removes the requirement to notify notation holders at age 18 about the removal option. The agency generally needs a court order to share information about a notation or removal request. Exceptions allow sharing with courts, criminal justice agencies, driver licensing authorities, the Child Support Administration, you, your lawyer, or someone you designate. The agency cannot use information provided under this law to refer you to the Medical Advisory Board.
