Harford arts nonprofits face alcohol record rules

Beginning July 1, 2025, these rules apply to Harford County performing arts nonprofits licensed to sell beer, wine, and liquor. License holders must keep complete, accurate records of alcohol sold, served, and purchased. The county licensing Board or its Executive Director sets record requirements and can request reports in writing, under oath if requested. Records must stay at the licensed location, or the principal location when multiple locations are allowed. Records must last at least two years in a permanent form and be available during regular business hours for audits or inspections. The Board, Executive Director, or their designees handle these checks; the law removes references to Comptroller oversight.

Harford arts nonprofits gain license hearing protections

Beginning July 1, 2025, the Comptroller no longer has authority to suspend these Harford County nonprofit alcohol licenses without a hearing. This removes the former power to suspend a license immediately for up to 30 days over recordkeeping violations. If a required report or investigation indicates a violation, the county licensing Board can choose to call a hearing. If charges are upheld, the Board can choose to impose a $250 to $2,000 fine and immediately suspend or revoke the license.
