2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Homeowners get tax payment plans with fees

Beginning May 1, 2027, the State Tax Sale Ombudsman must hire a vendor to run a homeowner tax payment plan. Homeowners can pay future, current, or overdue property taxes, with reasonable fees covering the vendor's full contract cost. Homes with tax escrow arrangements through a mortgage or similar debt cannot use the advance-payment option. Advance payments use the current tax rate and prior-year assessed value; the vendor bills shortfalls or refunds excess payments. Collectors cannot pursue tax-sale collection of covered overdue taxes while homeowners comply with the plan. Payments unpaid for 90 days after their due date can lead to removal and renewed collection, unless the Ombudsman allows longer.

Homeowners get clearer tax payment plan notices

Beginning May 1, 2027, every property tax bill must include a separate insert explaining monthly payment options and enrollment. It must describe the State plan or an applicable local plan; collectors design inserts covering local plans. Otherwise, the State Tax Sale Ombudsman designs and supplies the insert. The Ombudsman's website must fully explain the State plan and enrollment; collectors with websites must prominently post payment-plan information. Covered tax-sale mailings must also explain overdue-tax payment plans and enrollment, but these notices alone do not stop collection.
