Carroll bond investors get tax exemptions

Bonds issued under this law, their transfer, and income from them are exempt from Maryland state and local taxes. Covered income includes interest and profits from selling the bonds. The County can issue bonds whose interest remains subject to federal income tax. An investor's savings depend on the covered income.

Loans support Carroll volunteer fire departments

Carroll County can lend money to local volunteer fire departments for fire or emergency equipment, buildings, and other facilities. The County sets the loan terms and conditions. Bond-funded loans share the law's $36.9 million borrowing limit; there is no separate loan allocation.

Carroll County gains public project borrowing

Beginning June 1, 2025, Carroll County can borrow up to $36.9 million for authorized public projects and fire department loans. Projects include water and sewer facilities, plus installment purchases of land rights that preserve farms and woodlands. Bonds can last up to 30 years, and project proceeds must stay within authorized uses. Unneeded proceeds can repay bonds or, by county resolution, fund other authorized projects or fire department loans. The County can also refinance bonds issued under this law, keeping refinancing proceeds separate and using them only for purchase or redemption payments.

Carroll property taxes back bond repayment

Carroll County pledges its full credit and unlimited taxing power to repay these bonds. While bonds remain unpaid, the County must levy property taxes sufficient to cover principal and interest due each year. If collections fall short, the County must levy additional taxes the next fiscal year. Qualifying loan repayments and state or federal funds can reduce the required levy. The law sets no tax rate or individual property's bill.
