Coverage option for uninsured community health workers

Beginning October 1, 2025, uninsured community health workers in these hospital partnerships can request health insurance through the program. Under the written agreement’s standards, the partnership can provide coverage for the program’s duration. Coverage is optional, not guaranteed.

Hospitals can add community health workers

Beginning October 1, 2025, Maryland nonprofit hospitals can partner with community groups on health worker programs that count as community benefits. These trusted community workers connect people with health and social services through outreach, education, support, and advocacy. Programs must mainly serve the hospital’s patients, improve health, and address social conditions that affect health. Partnerships are optional, but any written agreement must cover program design, health goals, rollout, evaluation, and impact measures. It must also set lawful data collection, management, and reporting rules, including federal health privacy protections. The agreement must assign responsibility for hiring, employment, supervision, training, and employer-sponsored health insurance. Partners can seek money for community groups’ necessary administrative costs; hospitals can provide support by mutual agreement, subject to community-benefit laws. Hospital funding is optional, and the law sets no funding amount.
