New exam rule for out-of-state accountants

Beginning October 1, 2025, Maryland changes its practice rules for out-of-state certified public accountants (CPAs). To practice without a Maryland license, their main place of business must be outside Maryland. They must hold a valid CPA license from another state that required them to pass the Uniform CPA Examination. The law removes the prior qualification based on a National Association of State Boards of Accountancy finding of substantially equivalent licensing standards.
