Less interest and more help for homeowners

Beginning July 1, 2025, Maryland’s Homeowner Protection Program offers homeowners interest relief and help applying. The Department of Assessments and Taxation cannot charge enrolled homeowners interest on unpaid taxes owed to the Department. Tax collectors with websites must prominently post a short program description and an application link. The State Tax Sale Ombudsman must screen every homeowner who contacts the office for program eligibility. The Ombudsman must strongly encourage those who appear eligible to apply.

Homeowner protection gains required public funding

Beginning July 1, 2025, the Governor must budget $250,000 yearly for the Homeowner Protection Fund from overdue state property-tax interest. Counties must also pay $500,000 total each fiscal year to support the program. Each county’s share follows its percentage of statewide real property accounts as of July 1 of the preceding fiscal year. Counties must pay from overdue county property-tax interest by the first day of each fiscal year. This funds homeowner protection but does not set an individual household payment or tax change.
